RTI Online: How to File RTI Online in India to Central Public Authorities

Under section 6(1) of the RTI Act, 2005, a citizen can submit a request for information to the Public Information Officer (PIO) of the concerned Public Authority. The procedures to submit RTI Application to Central and State Public Authorities are different. These differences are in terms of RTI Application Format, Application Fees, Fees for Information, Mode of Payment of Fees, etc. The Right to Information Rules of concerned Appropriate Governments or Competent Authorities provide these details. How to File RTI in India?

A citizen can file RTI Online as well as Offline. Not all public authorities, however, provide RTI Online filing facility. Only Central Public Authorities and few State Public Authorities provide RTI Online filing facility. If the concerned government doesn’t have RTI Online filing facility, then you must submit RTI Application offline. How to File RTI Online in India to Central Public Authorities

Now, I will explain you “How to File RTI Online in India to Central Public Authorities” by providing step by step procedures:

1. Go to the RTIOnline Portal of the central government by clicking Online RTI link. After clicking, you will see following screen:

2. You have two options here: either register or proceed without registration. If you want to file RTI Application frequently, I recommend you to register because if you register then your all personal details such as Name, Address, etc. will be saved and you do not need to fill such details again and again when you submit new RTI Request. At the same time, after submitting RTI Request, to check the status of your request you do not need to remember all of your application numbers. You need to remember only your username and password. To register at RTIOnline website, click “Sign Up here” link. After clicking, you will see following screen:

3. Fill all details and click Submit button. After clicking submit, you will see following screen:

4. Your registration process is complete. Now, you need to verify and activate your account. Click on the “Click here to login” button. After clicking, you will see following screen:

5. Enter username, password, and security code, and then click “Login” button. After clicking, you will see following screen:

6. Enter activation key, and security code, and then click “Activate” button to activate your account. After clicking, your account will be activated and you will see following screen:

7. Now, your account is active. You can click on the “Submit Request” tab to file your RTI Application. On clicking “Submit Request” button, you will see “GUIDELINES FOR USE OF RTI ONLINE PORTAL” screen. This screen contains various guidelines for using RTI Online portal.

8. Click on the check box “I have read and understood the above guidelines.” and then click “Submit” button. After clicking, you will see following screen:

9. Now, fill all the fields marked with (*). If you are a registered user, then you need to fill only ‘Public Authority details’, ‘Is the Applicant Below Poverty Line ?, and ‘Text for RTI Request application’.

i) Select “Ministry/Department/Apex body” and “Public Authority” from drop down. If you are unable to find, then use the “search box” to search Public Authority.

ii) Select the appropriate option from drop down under “Is the Applicant Below Poverty Line?”.

iii) Fill the section “Text for RTI Request application” with the details of information you require. Rather than writing the text, you can attach your application in pdf format (only upto 1 MB) under “Supporting document” section. If you are doing so, simply write “RTI Application attached” under this section.

Note: If you choose to fill the “Text for RTI Request application” field, rather than attaching application in pdf format, you shall follow following instructions:

a) Only alphabets A-Z a-z number 0-9 and special characters , . – _ ( ) / @ : & \ % are allowed in “Text for RTI Request application”.

b) The RTI Online Portal will be timed out within short duration, causing you loose all your filled data. Thus, I recommend you to write your text in word file before starting your application process. While filling the form, you should copy and paste the information you require.

iv) If you have filled all the required fields, then “enter security code” and proceed for payment. If you choose the “Below Poverty Line” category, then you simply click “Submit” button to complete your application process. Otherwise, you need to pay the fee by clicking “Make Payment” button. After clicking Make Payment, you will see following screen:

10.  Enter your card details, and then click “Pay” button. After clicking, you will see following screen:

11.  Click “Proceed with VbV” button. After clicking, you will see following screen:

12.  Enter either IPIN or OTP, and then click “Next” button. After clicking, you will see following screen:

13. You have filed your RTI Application successfully. To check whether your application is registered, you may click “Home” link. After clicking, you will see following screen:

14. Under “Requests” section, you can see that there is 1 Registered and 1 Pending request. Thus, your application has been registered successfully. Now, wait for Reply/Information from PIO within specified time limit.

        As an outsider, the government site appears fairly simple to use and functional. Is that your conclusion? Are there things your would like to see improved? How does the tracking system work?

        Also, as I see it, there is no system for seeing the requests of others, or the answers. Is that correct?

          There are few ares of improvement in implementation of RTI Act in India. Please see below my views:
          1) All Public Authorities don’t facilitate online filing of RTI Application. Central Government facilitates online filing of RTI Application. However, it doesn’t facilitates for all central public authorities. They are in the process of availaling facility for all, which may take some time. In addition, Online Portal should also be implemented in Hindi language, which is major language in India.
          Only few State Governments facilitates online filing of RTI, and that too for limited public authorities. They are extending their base, which may take some time. Other State Governments are on the way to implement Online RTI Portals.
          2) Many public authorities are not updating details of their Public Information Officers, and Appellate Authorities on their website regularly, which is causing inconvinience to citizens.
          3) Available Online RTI Portals do not work equally on all browsers. Sometime, it don’t allow to submit application.
          4) Concerned Authority has already suggested public authorities to upload all RTI Applications and their replies on their website. However, only few public authorities are complying with the same.
          5) Many information commissioners show unwarranted favour to Public Information Officers rather than punishing them. This weakens the effective implementation of RTI Act.
          6) Many Public Information Officers rather than uploading RTI replies to the portal, send replies through Post Office, which causes delay. In addition, they don’t update the status of RTI Application regularly.
          7) RTI Activists are killed regularly, which is major setback.
          8) Most of the Public Information Officers don’t understand RTI Act properly, which causes denial of information. etc.

      Aap RTI Application online aur offline dono bhar sakte hai. Halaki, online application ki facility sabhi public authority nahi provide karti hai. Aap sabhi central public authority, aur kuchh state public authority ke pas online RTI Application jama kar sakte hain. Baki public authority ke pas aapko RTI application offline dalna padega. Central Public authority ke pas RTI Application jama karne ke liye How to file RTI Online pe diye hue procedure follow kijiye. Kuchh State Public Authority ke pas RTI Application jama karne ke liye Online RTI before State Government ko padhiye.

    • RTI ka form nahi hota. Halaki kuchh state governments ne RTI Application ka format jari kiye hain. Aapko kis government ke pas RTI dalna hai? Ye batane pe main aapko bata sakta hun ki koi fix RTI format istemal karna hai nahi.

    Sir,
    While filing RTI application, the website has a Menu for upload documents in PDF form upto 1 MB file. However, when I upload the file, I do not get any information as to whether the same is accepted or not. Even in the acknowledgement I receive there is no mention about document uploaded by me. I want to ensure that my uploaded document is received by them.

      If you attach document of more than 1 MB, then you may not be able to submit the application. It will show error. However if you have submitted your application and want to check whether the document is successfully submitted then check in following way:
      Home Page —> Registered Request —–> Click on concerned Registration Number ——> Check at bottom the Supporting document.

        I had filed the complaint directly without registering.
        After going through your blog, I registered my details which shows zero filing under all the heads. However, if I view with complaint no. I get the details but no attachment is mentioned in the receipt.

          If no attachedment is shown, then it might not have accepted your attachment. I suggest you to resubmit by registering. This time you make your attachment smaller than 1MB.

      You can get the details of PIO from the website of concerned public authority. However, if you are unable to find, tell me the name and location of the public authority, I will provide you the details of PIO.
